Put a hydraulic pressure gauge on a quick connect tip and see what it reads. I fought a loader problem on a 656 for about a year. Old pump was only putting out 900psi, new one instantly brought it up to 1600psi. (The ultimate solution to my loader problem was a quick connect that failed on an intermittent basis but it doesn't sound like you are ever getting full psi so it sounds more like the pump.) S/be able a new 17GPM for about $380 w/shipping. Don't forget to get a new suction tube, pump housing gasket, and the oring and gaskets that go between the main pump and the piggy back pump. If you have all that stuff on hand BEFORE you start it's a really quick job.
