Jon, you don't say what the tractor is, but your free-play adjustment is almost always in the pedal linkage, not the clutch assembly. And I know the three new/reman ones I've been involved with were set up just fine right out of the box. That said, any time you change out a clutch, you can pretty much count on having to adjust your freeplay.
The I&T and the IH manuals have the specs for distance from fingers to pressure plate, so you may want to look those up just to reassure yourself, but they do vary from tractor to tractor.
The only time I've ever had to adjust the clutch itself to get the freeplay right (actually in that case, it was even to get contact between the fingers and the throwout bearing, a case of excessive freeplay) was fixing someone else's botched job on an M. I'm guessing that someowhere along the line, they had mistakenly got a wrench on the adjustment bolts instead of the bolts securing the cover to the flywheel.
