if by top you mean the air cleaner inlet, blowing up through the mesh won't let anything out the top. the mesh goes to the intake of your engine. the inlet for the air cleaner is like a chimney down the center of all that wool. the air comes down to the cup area, then goes up through the wetted mesh (the first couple revs of the engine draw a film of oil onto the mesh) and into the engine. if the mesh does not look full of rust, grime or sludge or any obstructions, it is likely fine.
