It is called a LiftAll. "Belly pump" is not exactly good marketing.
There should be a dipstick inside the fill tube on the LiftAll to show you the proper fluid level. If you fill it to the brim, it will always spit some fluid back out at you whenever you let the 3pt down and the fluid rushes back into the reservoir under pressure, assuming a pressure up gravity down (one way) setup.
If you've got a 2-way valve to get pressure up and down with the 3pt, you need to replace the vented cap with a regular pipe cap that is not vented. Originally the 2-way option came with a cap that had a valve on the vent. You closed the vent for the 2-way valve, and opened it when you used the 1-way LiftAll control.
