The set up on the tractor works and I have seen it duplicated on many more. The tractor can be steered with a couple of fingers.
The valve probably has a restriction on the port that goes to the Behlen. I believe you are right about the spring loaded relief on that circuit. It limits PS energy to about 1000 lbs. Not sure if the denied oil goes to the reservoir or to the inlet of the Liftall. Your set up will also work but the one old valve will do the job of both of your valves. It will be alot cheaper as well.
There is something that has not been mentioned. The aftermarket Behlens are different than the units purchased by IH for the 400-450. The input shaft is several inches longer and is machined for the steering wheel. A welder can fix that 'short coming'.
