James: Does the steering shaft go along above the engine?
About the only Farmalls with a serial number as high as 25071 in that era are 300, 400 and 450. Only the 450 would have been painted white as you outline from the factory, however a good number of 300 and 400 have been repainted same as 450.
Are the pedals relatively straight or quite a curve as they come above platform. If you use a mild cleaner on that serial tag you may faintly see the model number, it is painted as opposed to serial number being stamped. Sounds like a 450 if you can't read the model on the tag. IH did a poor job of doing the 130, 230, 350 and 450 tags. The older tractors serial tags are far more legible.
Next move you can make is go casting date codes, day, month by number and year by letter. They have what looks like a round head, blade type screw between each of day month and year. A is 55, B is 56, C is 57, D is 58.
