Yeah, the carriage bolt heads are a bother on hard surfaces, so I did as you are suggesting on my '23 Fordson. Bands were made from 6" X 3/8" flat steel for the rear and 1/4" X 2" flat for the front. Belt lagging and a 2-part cement were used on the bands. Go to a bearing/power transmission components dealer for it. When I picked everything up, the guy at the counter called the lagging a rough-top baler belt. This was about 9 years ago. The rear wheels have given no problems at all, but the fronts have a tendency to peel while turning if I'm not careful. Lately, I have mixed some JB Weld to stick things back down on the fronts. In all, it is great because it improved the ride and mobility by 1000%.
