Ok, it looks like I've got things running again, and so here is what I did:
Re-assembled the fuel filter per the diagram and that made it so that the height was correct and I could get a snug fit with the filter and bowl. Fuel was not flowing into the filter/bowl and so I had to consider how to apply pressure like Jim and Ron were suggesting.
I implemented a very "low-tech" solution and probably one you should not try at home. Basically I performed CPR on the tractor by providing my own pressure at the fuel tank opening while my son cranked the engine. After a couple of tries, we saw some dripping and then a steadier flow. We continued this combination a few times, sprayed some carb starter and it cranked right up. No leaks so far as of this morning.
