Well if ya have a big sloppy hole where the spring goes inside then that is half the problem , Find this alot on M's and H's . HEre is what i do on them . I pull them off and one of my old customers is a watch - clock maker and has this neat little machine shop in his basement We bore just enough out to make the hole round again then we make up a bronze bushing that has a hole just a weeeee bit bigger then the spring wire then champer the holes on both side so the spring will not bind and there ya have it .This is why it is not coming down to idle as when you move the throttle control it has to shove the gov. all the way back and HOLD it or it will creep on up . Fix that and see what happens then worry about the other springs. Oh yea i forgot to say that we press the bushing in and stake them in three places on both sides so the will stay put.
