Unfortunately, like most tractor problems, there is no way to really know. Any response would be a blind guess and could send you on a wild goose chase, tearing the tractor down and spending $1000's on parts, only to discover that something else is wrong. What you need to do is approach the problem systematically: Does the lever wiggle? When the lever wiggles, does the linkage move? When the linkage moves, where does it go? When you follow the linkage into the transmission, does it wiggle there? If that's all loose, you need to get a service manual and start digging into the shifting mechanism in the transmission.
