Hydraulics not working on Super C

My Super C with Fast Hitch was completely restored last year. After the restoration, the cylinder for the fast hitch leaked. It was taken off, new 0-rings installed, and replaced. Now none of the hydraulics will work. I have added about 1 1/2 pints of oil to the reservoir per the owner's manual. When you move the control lever for one of the rockshaft arms, you can tell the the pump is trying to pump. Moving the fast hitch control lever gives you nothing. I am sure that there is air in the system. Is this all or part of the problem? Any help will be greatly appreciated. Thanks.
