Thanks. From looking at the manual it just didn't look like that there was anything holding the lower axle shaft in. Did some looking with a flashlight up into the final drive housing. Noticed that the bolts that I used to secure the upper outside cover were too long and were binding against the large gear. Backed them out a bit and this freed it up. I guess that when I tightened the cap screw it pushed the gear enough to bind against it.
