The position of the gear shift lever has no brearing on the PTO. A live PTO means that the PTO rotates regardless of whether the engine clutch is engaged or disengaged. The IPTO has its own clutch, or in your case, bands. The IPTO power comes from a splined connection on the engine pressure plate asssembly. You may have a 504 that has been rebadged as a 404. What is the diameter of your rear axles?
