First thing is check to make sure all the push rods are straight. If you find bent push rods, straighten them. Then adjust the valves cold. Squirt a little penetrating oil on each valve stem. Start it and see if all the valves are closing at idle. Then add MMO or ATF to the gas. If you have valves sticking, but still closing, the MMO may clear it up. Did you do compression with dry cylinders and again with a couple of squirts of oil in the spark plug hole to seal the rings?
