300 TA question

I am looking at a 300 that has the low side out in the TA. With the tractor in neutral and the TA in high the starter almost can not turn the motor over. If I pull the TA to low the motor turns ove just fine!! have you ever seen this before and am I looking at a major problem? Thanks for your help
