Super A bogging down

This is the same super that wouldn't shut down last week. Thanks to everyone for the advice. I replaced the resistor shown in the picture and it shuts down just fine now. My new problem is that it runs horrible under a load. Not all the time, just sometimes, like when I'm trying to bushhog my pastures. It'll do fine for a while, then just crap out on me. When it's bad,it's all it can do to move itself, much less turn the PTO. Today, I was mowing and stopped to make an adjustment to the hog. I left the engine idling while I did that. When I got back on and sped it back up, it sputtered like it was starving for fuel. I've cleaned the carb and fuel system. I replaced the coil and alternator within the last month. I haven't replaced the plugs or wires ( my next project) yet. Could old plugs and wires cause this problem intermittently ? It doesn't happen all the time, but when it does I want to pull my hair out.
