You have a plug in the fuel supply to the carburetor. Turn the fuel off under the tank. Then start by taking the fuel line off the carburetor. When you turn the fuel back on you should gave a very good stream running out of the line. If you do then check for a screen screwed into the inlet of the carburetor and see if it is plugged. If you just have a drip, take the line off the sediment bowl. Again you should have a steady stream. If you do, then replace the rubber fuel line. (Rubber lines will work, but over time can deteriorate and the rubber collapse and close off the line.) If you still only get a drip, then take the glass (or possibly metal) sediment bowl off and clean it and the screen on top of the bowl (between the gasket and the sediment bowl metal). While you have the bowl off, turn the fuel on and see if you have fuel coming out of the tank. If not, either take the tank off and tip it so that you can take the sediment bowl out without loosing fuel, or take an air compressor and blow air back into the tank though these holes. The next time the tank is close to empty, take it off and clean it out or this will happen again. Once you have good fuel flow to the carburetor, the H will run.
