$250 rebuild some one took you for a ride. Shoot you can buy a rebuilt carb for around $240 and they have a 1 year warranty one them. When you pulled the drain plug gas should flow sort of like you takeing a pi$$ if it doesn't then you have either a clogged sediment bowl, or line or the float is sticking. Take the line loose at the carb and make sure it has a good flow there. If it does you still have carb problems and I would take it back to who rebuilt it and say FIX it RIGHT
