Red Dave has it correct. There is a spring in there that you are adjusting the tension on when you move that screw. The spring may have gotten weak over the years and need replacing, or it could even be broken. Turning the screw in will put more tension on the spring han help the surge. If it gets too tight though, it may prevent the governor from allowing the engine to go to low idle.
