IH 666 pto slipping

I have a IH 666 that I am working on right now that the pto was slipping when it was put under a heavy load. I made the mistake of not checking the pressure before it took it out because I figured it was the cluch slipping. Once I got into it someone else had put new cluch discs in it already before I got ahold of it. Anything i should look at in specific or put it back together and hope adjusting the pressure will fix it. Reason this is kinda confusing me is i found out the guy who worked on this tractor before is a IH mechanic who I sure would have thought fixed everything right. Thanks for any help or ideas.
