I have timing marks lined up on the front of engine." If the engine's timing marks are correct, the drive slot in the governor shaft will be horizontal at #1 TDC. (Left click on the images, to enlarge.) Likely, everything is OK, and you are seeing the differance between when the mag's impluse "latches" (before the mag's drive lugs are horizontal), and the instant the impulse "trips" (when the mag's drive lugs ARE horizontal). Try installing the mag, grounging the "kill" terminal to prevent ignition sparks, and possible "kickback", and note where the engine is when the mag impulse actually "trips".
