Questions about I.H. tractor with Schramm Motor an

Saw the strangest thing today at the local wrecking yard. They called me to come look at this "thing" that just got dropped off. It appears to be an I.H small frame tractor with A castings and a 6 cylinder motor that ran using 3 holes for power and three holes for building pressure in tanks mounted under what looks like a W-6 or W-9 gas tank. Has two big I.D plates on the motor which say Schramm company out of Pennsylvania. and big S on center caps of wide front end wheels. Has 8 bolt hubs and small axle wheels like a 240 or Super C? Stangest thing I've ever seen and wonder if anybody knows what this thing is or needs some parts off the motor or pressure system. Looks like it was used in industrial setting or county maint. dept?
