The elbows are the pressure taps from the control valve. No fluid will seep out of them unless the valve is really buggered. Just fill it until it is full. You can't hurt it by "overfilling," and in fact, some of the early loaders actually fed extra fluid straight into the fill pipe as you raised them, because the belly pump could not hold enough fluid on its own for the giant one-way cylinders.
