gear pattern

i have an F-20 parts tractor with 4th gear toward fuel tank (cast shift pattern) it is a 1938 with 36 inch round spoke wheels. my other 20's have 4th gear toward rear of tractor. is this a "road gear" and what is approximate speed? thanks JA0091
