Someone can correct me if I'm wrong, but coolant doesn't make a difference to how hard the engine is to crank. Even if your coolant is frozen, your engine should crank over. I'd look at the starter assembly to see if anything is jammed. You might also want to check the oil in the crankcase. If it's too cold and viscous (thick, flows slowly), it will make the engine too hard to turn. My two cents(Canadian). ;-) Specter Central Alberta P.S. Most tractors that are termed "frozen" or "stuck" are locked up due to rust. I've never heard of a tractor locking up due to cold (except for oil being too cold).
