M Farmall help needed - HELP please!!

I am no tractor expert so bear with me if I name things wrong. My old M was outside and we got snow, it was about 10*F and I went to start it, it popped right off like always but was running wide open, should have been idle, tryed it several times with the same result, but a Knipco heater on the governor and carb area and after 10 minutes tried it again and it ran and idled normally, only ran it long enough to put it in the 55* F shop. Took the side cover off the governor(?) and all looked normal. Let it sit in the warm shop overnite and the next day went to move snow. It was about 10* F outside again. Ran normally and then it slowly starting running faster and faster again, when it got running to fast the change gears I put it back in the shop. Next day...same exact results. Today, it sat in the shop for a full 24 hours and I went to move snow again. Now it started normally and only runs wide open again! Tried it several times. Put a knipco heater on it (even thought it was the in the warm shop overnite) and no change , still starts and runs only wide open, keep in my mind this is with the governor in the idle position. Please help, whats wrong?
