International 300 utility removing rear axle hubs

I'm trying to replace the seals on my rear axles and cannot get the hubs on the axles to come off. I've removed the wheels and the round end of axle plate bolted to the axle to keep the hub on. I can see interlocking slots between the axle and the hub, plus there is a lot of rust. I'm on my second day of trying and have used several different types of penetrating oils, heating the hub with a torch and pounding on the flanges of the hub. So far I haven't been able to get them to move. On the hub I have three screws or bolts with two of them holding a small metal plate onto the hub. The screws are around 1/8 inch diameter and I'm wondering if the third one is somehow used to hold the hub on. It doesn't seem likely to me since there was a thick round plate bolted to the end of axle holding on the hubs. Any ideas on how to get the hubs off? Any ideas as to whether the third screw might also be holding on the hubs? Any ideas are appreciated!
