It wouldn't hurt to put in a new one, they don't cost to much, and since you have a new regulator and the alt. checks out thats what I would do next. If I recall correctly the resistor drops the voltage in half but don't quote me. The one way to know for sure is to check with a new one. If the problem still exists then its a possibility that there could be a wiring problem and it helps to have a wire scematic to help locate what wires are what and where they go. I had a 656 come in one time that the wires were a nightmare and had to do a lot of patching. Ends were broke off and insulation coming off and rubbing through. It was amazing that it never burnt up.
