Farmall H erratic running (another governor problem?)

We have a Farmall H that only seems to run smooth with the throttle wide open and a load on the tractor. At all other times, the idle is choppy and hunting a little. Is this the surging that was discussed earlier? We're having trouble determining whether it's the governor or the carb. is clogged somewhere inside. We tore the carb. down and washed it out with Gumout, then blew out the jets. That didn't help much. Any advice would be greatly appreciated. I can help with paint related questions you might have.
