Super A steering, etc..

I have the IH shop manual that descibes removal and reinstalling the steering gear. In the precedure the manual says to use "tin sleeve" or "shim stock" when replacing the steering gear housing on the base, in order to avoid damaging a seal. Does anyone know what they are referring to?? Is there another method or material to use? Also, what is the best way to measure RPM's when setting idle speeds, etc...do I need a special gage?? Thanks to all.
