240U governor troubles

Bought a 240U that runs alright except for some throttle problems. The idle rpm was where it should be and W.O.T. was at the appropriate rpm but when I throttled down it slowed gradually like it should until it got to about 1/4 throttle and then it ran faster than W.O.T. Once the lever got to 1/8 it corected itself and ran right from there down to idle. I undid the linkage to check the adjustment like the manual says and it was way off. I adjusted the linkage and now the rpm increases linearally proportionate to the lever movement but the W.O.T. rpm is way to slow. Wide open on the lever is only about half the rpm it should be. Any suggestions?
