Your control valves were designed to lock the handle internally allowing the cylinders to travel all the way in the desired direction without holding onto the handle. This is done by moving the control handle all the way in the desired direction, which locks it in position, and it stays there until the cylinder reaches the end of its travel and the rise in hydraulic pressure unlocks the control valve handle. However, this is one of the first things to wear out in the control valve - it depends upon a garter spring (among other stuff) which is comparatively fragile. This feature also doesn't necessarily work at low engine speeds (i.e., it may not unlock the handle at the end of the cylinder's travel because the hydraulic pressure doesn't get high enough). IMHO this is one of those features you're probably just as well off without. Anyway, it sounds as though you probably have one control valve where this feature is still working, and the other one where it isn't. Hope this is useful.
