Dann maybe it is not the pump the valve is up front the bolster housing and if the steering shaft is tight some how so the shaft going into the the housing can not in and out a little so the valve can not open and close the power steering will not work the u joint at the housing has a fine spline to mach the shaft that is where it should slide if that it tight or pined then the shaft clear to the steering wheel must move. so check that first.
