The power steering is not in with the hitch pump , it is on the MCV curcit and if ya have brakes and movment then i wuld say that maybe you have some crud in the orface . Or maybe a weak pump you would have to put a gauge to it and see what the pressure is and also maybe a stuck flow divider. What happens if ya let the tractor warm up like for a half hour???? This is one of them things that there is a lot of could be's and hard for me to tell not checking the tractor out for myself.
