It sounds like you"re on the right track. That valve probably causes about 90% of the poblems in that system. Take it back apart and have another look. Might need a little more sanding. After you got the cover off of the valve, did you see what looked like a flat screw head? Turn it out, it"s actually a screen that often gets plugged or collapses. Clean it or replace it.
