ot. international truck with cat engine

its a little off topic but looking for your thaughts i work for the highway dept. the truck i drive is a 2003 international 7600 with a C12 cat engine 435 hp, 8LL trany tamdem the new truck 2004 7600 set up identical but C13 cat 435 hp every thing else is same they say they when to the C13 for emmissions improvments my truck with the C12 is a little loud but has very good sound has alot more power than the C13 and i get 5 to 6 mpg where the new C13 might get 4 mpg on a good day how come smaller moter builds more power and uses less fuel? ps it seems nice to drive a international truck and come home and run international tractors thank have a good day
