Budd no linkage in side yes you are right if it was just the brakes it should not pull a load. The lever connect to a valve that comes out the top left or the PTO housing does it move up and down with the lever. if you take the nut off the top of the valve it should go out the bottom of the housing there is a hex plug with o ring you will have to remove you will have some oil come out, may want to put front end of tractor down hill or drain oil, you will have to remove some of the hitch to get the valve out, just thinking could be stuck. There is a little plug on the left side to but gauge to test pressure about 7/16 hex with o ring.
