M Governor

I have a question on governors on a M. The problem I am having is I only go to almost full throtle so I opened up the governor and was looking to figure out how it works and I think I found a problem but wanted anther opionion. I was looking at the counter weights that are inside and it seams to me that there should be a spring that hold them in the closed position while at an idle and when it speeds up the weight go against the spring pressure. When I look at mine the weights just flop around so it always wants to open up the butterfly on the carb and increase speed. Is there supposed to be a spring on the weights? If so were does it attach? Are they still avalible?
