The play between the governor lever and the throttle is caused by two opposed springs in the linkage at the arm that is up by the valve cover. This allows a little movement of both throttle and governor against the other's position. As for the RPM limit, I'd check the stop bolt inside the governor first. There is a bolt in the front arm inside the governor that comes against the housing, stopping it from opening farther. This was used to set the WOT. Very few M's will stay at WOT. Most will back off slightly. Are you using a friction disk or toothed throttle? The friction disk may need changed out or the spring tightened down with a washer. With a weak spring, the tractor would often bounce and jostle the throttle causing it to shut down. Aside for that, I'd also check the governor spring. It could have a stiffer spring that is pulling against the throttle.
