If the steering box is packed with grease it's probably because the lower (pivot shaft) seal is worn, letting the original fill of gear oil leak out. Someone before you then packed the gearbox with grease. It's fine to leave the grease you found in there. It'll lubes the worm gear set as good (or better than...) gear oil, and it won't run out!
