Bob- There is another filter inside the pump. It is in the end of the pump body right below where the 90 elbow that the fuel supply line goes into on the end of the pump. If you unscrew the elbow and remove the larger nut below the elbow, the filter will come out of the housing. It is a brass screen type filter. Second thought here, is the fuel shut off lever all the way forward? Try pushing it forward manually, and see if that makes any difference. I've worked on these pumps where the fuel shut off lever is just a hair backwards toward the off position and the tractor behaves like you describe.
