IH 504U problem

I ran into a problem with my IH504 utility yesterday that I was hoping I could get some help with. While operating the tractor the machine suddenly lost throttle response. The RPM's dropped to idle and couldn't be increased unless someone manually moved the throttle linkage on the carb. Upon inspection, the throttle linkage to the governor (I believe it's the governor anyhow, I haven't had much experience working on that) would move just fine. That linkage runs on the right side of the tractor (if you are in the seat facing forward). However, the linkage from the governor to the carb thottle linkage won't move when the throttle lever is pushed or pulled. That linkage looks like it runs from the right side of the tractor under the crankshaft pulley to the left side where it hooks up to the main throttle linkage to the carburetor. Has anyone else had this problem? Is it an easy fix or will the governor have to be replaced? I might get some quality wrench time on this little project because it looks like I might have to take off the radiator and fan shroud just to get to the working area. Thanks a lot for any help, Chad
