Welcome to old tractors. Start to fix one thing and find other things that need fixing. Pretty soon, you have the whole thing apart. As to your rim, weld a patch in the hole and drill a new hole for the stem. The C has a flat spot on the rim where the stem hole is, so if you can best to patch and redrill at same location. That is what I did, although I think it would work to redrill in another location. You won't know for sure what you have to do until you have the tire off. You can get a new rim from several suppliers (and likely IH as well). From aftermarket people, probably around $200. IH will be higher.
