SMTA Starting Difficulties

Our SMTA starts great in warm weather, but is difficult to start when it is cold. The spark is good, timing is correct, choke operation is ok, fuel is fresh, carburetor was rebuilt and the float set this spring when the engine was rebuilt. When attempting to start in cold weather it fires immediately, then it dies. A half shot of ether and it starts and stays running. The observation that I am making is that I cannot flood the engine. With my hand over the intake of the carburetor and cranking it will not flood - my hand is dry. I suspect it is not getting enough fuel to start, but don't understand why. After starting, the acceleration and performance is fine - no hesitation and no stalling. Looking for your thoughts and ideas.
