You can drill out the spot welds that hold the bottom part in place, but then you need to weld it back in again. An easier way to clean it is to take the oil cup off, and then put the rest of it in a 5 gallon bucket, fill the bucket with diesel fuel, solvent is better if you have it, until the air cleaner unit is submerged. let it soak for awhile, maybe overnight. you may want to occasionally agitate it a little, and then set it somwhere out of the way and let it drain. After it is good and dry, you should be able to use compressed air to blow out whatever is left in it.
