Ron, The second filter is pressure feed by the primary pump. This is the small unit that attaches to the rear of the injection pump. There also a screen filter where the fuel from the first filter inters the primary pump. Check and make sure this is not pluged. When running on the gas cycle if the primary pump is getting fuel it does not take 5 or 10 seconds for the second filter to come out the bleeder screw.
