I have recently rebuilt the final drive boxes on my F-20 during a complete restoration. I did replace the felt seals you are talking about. It is not real difficult. You may want to keep the wheel bolted up and sitting on the ground when you remove the two nuts from the inside. They are about 2.5 inches, and may be quite tight. Or, they may have loosened over the years and not be too hard. Have you tried to grease the outer bearing? The Zerk fitting feeds directly to the outer roller bearings. If you put heavy grease here, it should not leak. Also, the level of oil in the drop box should not reach the axle. If the level is too high, it may leak also.
