Water in Rear Tire

Well, finally got around to sandblasting/priming/painting the rear wheels on my Super C today, and just discovered that one tire is full of water and the other is not. I don't know why I didn't realize this when I removed them several months ago, except that I had some help then, and we only rolled them a short distance and leaned them against the barn. Anyway, is there a problem having one with and one without water? If so, should I fill the empty one, or empty the full one? What's the best way to do either? This will not be a working tractor, although I would like to enter it in a pull this fall. I have a pair of rear wheel weights I was planning to install. Thanks for the advice.
