SC carb problems

I have a 51 super C that has allways started right up and ran fine,but here lately it wont start unless the throttle is 3/4 open and it has to fire and slobber at first and once its running,runs fine.It will also start fine once its warm.When its cold and I barely touch the starter,there is gas dripping out the hole in the bottom of the carb intake.IT is basically flooded from the get go.I have rebuilt the carb,checked for warpage,made sure all holes were open,and even set the float level a little lower than level,and still no difference.I have also checked the choke system and all seems fine,and if you try to move the choke once its running it will immediately die,does anyone have any ideas as to what I need to look for?thank you
