Sounds as though your drive band is too loose, if "bogged down" means the bush hog stops cutting under heavy load - and this is because the PTO is slipping and not because the engine is overloaded.

I'm not sure what manual you're using, but the way the IPTO adjustment is supposed to work is:

With the engine OFF - you should not be able to turn the PTO shaft in either the engaged or the unengaged positions, but MUST be able to turn it (using a rod through the hole in the shaft) with the control handle somewhere in between the two extreme positions (otherwise you're going to have both bands grabbing at the same time, and one or other is going to get worn out very, very quickly).

I like to cheat a bit toward having the point where neither band is grabbing be when the control handle is as close to the disengaged position as I can - this means the drive band can be really tight when the PTO is engaged - but you can make up your own mind on that.

This is one of those jobs where having a helper to hold the control handle steady while you're fooling around trying to turn the PTO shaft with the handle somewhere between engaged and disengaged is really a big plus.
